Prior to the new law, districts were required to provide a seat for every student who was eligible for the bus, even if students used other means of transportation. Now, seats can be reduced if there's a consistent pattern of students who don't ride the bus. A school board must have a documented history of the number of riders in each of the preceding three years to pinpoint a trend of empty seats. * * * *
