		<description><![CDATA[Even though learning standards are set low enough so all students can achieve them, some teachers are fixated on teaching to the test as if a single test or sequence of tests can accurately identify students' academic strengths and weaknesses.  The most valid use of test results from state exams is to evaluate the curriculum, not the students.  Students would be far better off if teachers taught to the standards and let the tests take care of themselves.  But in many places it's not happening, as this commentary reveals.]]></description>
